Federal ICE raids are wrecking California communities. ICE agents without their identifications (masked and in regular cloth) are terrifying the community members, and disrupting harvesting and our daily lives. It is not only causing distress in our communities but will have economic implications. Abducting, killing, and deporting without due-process is un-American especially when people are racially profiled.
Senator Padilla with 14 Democratic Senators including Senator Schiff, introduced S.2212, the Visible Act, to unmask ICE. While it is unlikely to to become a law, we need to thank them for fighting.

When we cannot legislate at the Federal level, we have to use our Blue State with Democratic trifecta status to resist. The similar state laws are introduced in NY
State Senator Wiener sponsored SB 627, the No Secret Police Act. The bill Prohibits an officer of a local, state, or federal law enforcement agency (LEA) from wearing any mask or personal disguise while interacting with the public in the performance of their duties. It was signed into law on Sep 20, 2025.
SB 627 is joint authored by Senators Pérez (D-Pasadena), Arreguin (D-Berkeley), and Wahab (D-Hayward), principal coauthored by Assemblymember Bryan (D-Los Angeles). Co-sponsored by Senator McNerney and Assemblymember Ortega.
Senators Perez aponsored SB 805, the No Vigilantes Act. The bill will require federal, state, and local law enforcement personnel operating in California to visibly display identification to the public when performing their duties, and makes a violation of this requirement a misdemeanor. It was signed into law on Sep 20, 2025.
Assemblymember Ortega is a co-sponsor.
Indivisible Tri-Valley is a member of the ICE out of Dublin Coalition. We support the mission to stop ICE converting Dublin Federal Correctional Institution into the detention center.
On December 16, 2025, the Dublin City Council unanimously voted to oppose repurposing a shuttered federal women’s prison as an immigration detention facility or for any other type of incarceration. Thank you for those who spoke at the city council, wrote to the city council members, and attended as supporters and peacekeepers.
In response to the ICE brutality, Supervisors Nikki Fortunato Bas (510-272-6695) and Elisa Marquez (510-272-6692) are bringing two resolutions forward from their committee, Alameda County Together for All.

The Board may also be considering a resolution to oppose the reopening of FCI Dublin as an immigration detention center. Your support is needed!
